Hyderabad: The State Legislative Assembly passed unanimously on Monday the Telangana State Building Permits Approval and Self Certification System (TS-bPASS) Bill in a new era of openness via a single window clearance for building permits in urban areas. The Bill, which seeks to bring in revolutionary reforms that will put an end to endless waiting and bureaucratic hurdles in obtaining building permits, was identified by Municipal Administration and Minister of Urban Development K T Rama Rao as a progressive law while introducing the Bill in the House. It will make it easier for people to start building their houses by self-certification. If building permission is not granted by the authorities within 21 days, then the permission is deemed to have been issued.

"The TSb-PASS is a self-certification scheme that will keep people accountable and ensure that they abide by the state government's building and layout authorisation laws. No building permit is required under the new law for plot areas measuring 75 sq.yards and building height of up to 7 metres. But, by paying a Rs 1 token charge, applicants must register with the urban local body concerned using TS-bPASS, "he said.

The minister clarified that similarly, by self-certification; people may receive instant building permits in plots measuring 75 sq.yards to 600 sq.yards and begin construction work. "A single window permit will be given in plot sizes of more than 600 sq.yards and buildings of more than 10 metres in height for all formats and structures. The applicants may then file a common application without having to visit all other relevant departments in order to obtain the requisite clearances, "he said.

The application will be sent automatically in a time-bound manner to the appropriate departments including irrigation, fire, revenue, police, India's Airports Authority and others who will submit their remarks or no objection certificate within 7-15 days. Finally, the respective municipal authorities will review the documents and grant the requisite permits within 21 days. The same will be intimated to the applicant within 10 days, if any document is necessary. It will request building permits along with the plot's geographical coordinates. According to Rama Rao, occupancy certificates will also be issued within 15 days upon submission of relevant documents.

Under the new Act, all municipalities, including GHMC, are required to clear all applications for building permits within the 21 days that the permit is considered to have been issued. 'The applicant will also be issued an electronic certificate on the 22nd day with the signatures of the authorities concerned, including the municipal commissioner and the municipal planning officer on behalf of the municipality concerned, to allow them to receive bank loans or other financial assistance. Similarly, certificates for even those building applications in plots measuring less than 75 sq.yards will be given instantly, "the minister said.
